official detailed to the CPA, which says that
Iraq's chances of seeing democracy succeed have
been severely imperiled by a year's worth of serious
errors on the part of the Pentagon and the CPA.
Law
of Administration for the State of Iraq for the
Transitional Period
The Iraqi Governing Council signed
an interim constitution on Monday, March 8 th
, 2004 . The 25-page document, or Transitional
Administrative Law, was published in Arabic and
English. The Transitional Administrative Law will
be the Supreme Law of Iraq until a new Iraqi government
is elected under a permanent constitution and
takes office.

for the Export of Scrap Metal
These draft guidelines seek to ecourage the development
of cross-border trade and to create a system involving
licensed exporters, who will bid for the right
to export, and registered dealers who will gather
the scrap. Licensed exporters may only buy from
registered dealers. Only registered dealers may
sell to licensed exporters.

including ministry financial controls, sources
and uses of seized, donated and vested funds,
security and insurance costs, as well as administration
and oversight of the acquisition process. The
reports were release in June and July, 2004.

CSIS: Measuring Stability and Security in Iraq
December 2007 report from the Center for Strategic & International Studies assessing the U.S. Defense Departments latest report on Iraq. The CSIS report cites "strong indicators that the glass has gone from one that was mostly empty to one that is at least half full," but adds that the military assessment "scarcely describes a stable or secure Iraq and it indicates that the Iraq War still presents a high risk of failure."
